The main focus of the ISPS (International Ship and Port Facility Security) Code is to enhance security measures to ensure safe and secure shipping. This code was developed in response to the increased threats to maritime security, particularly following the events of September 11, 2001. Its implementation aims to protect ships and port facilities from security incidents such as terrorism, piracy, and other unlawful acts.

By establishing a framework for cooperation between governments, shipping companies, and port facilities, the ISPS Code mandates specific security assessments and the adoption of security plans. This includes regular drills and training to ensure that personnel are adequately prepared to respond to security threats. Consequently, the focus on enhancing security measures is crucial for maintaining the integrity and safety of global maritime operations.

Other choices pertain to broader maritime issues that, while important, do not encompass the specific intent of the ISPS Code. Global shipping regulations could cover a range of shipping practices, environmental protection laws primarily address ecological concerns, and the promotion of international trade is a wider economic goal that doesn't directly relate to security measures.
